On 12 March 2026, the National People's Congress adopted the Ecological Environment Code of China, effective 15 August 2026. For the first time, it elevates the new chemical substance registration system from departmental rules to national code level, marking a new era in chemical environmental management.

To comply, the Ministry of Ecology and Environment revised Order No. 12, focusing on registration subjects, scope, types, and legal liabilities. Under the new rules, fines have been raised from 100,000 to 2 million yuan, and serious violations may lead to production suspension.
